In his speech at the opening ceremony of the 6th World Intercultural Dialogue Forum on "Dialogue for Peace and Global Security", which started in Baku on May 1, President Ilham Aliyev once again noted that it is important for those who want to be mediators to ensure peace and stability in the South Caucasus to stay away from the region.
Peace, stability, cooperation are the basis of security, prosperity and development. Even when its lands were under occupation and after the war, official Baku constantly called for peace and even sent proposals in this direction to Yerevan. If it were not for this desire of Azerbaijan, the "Bishkek Protocol" on the ceasefire would not have been signed on May 12, 1994. That document was intended to be a kind of political appeal or call for peace, providing for a ceasefire in the frontline during the Karabakh war. This once again proves that official Baku, whose lands are under occupation, has always supported the peaceful resolution of the conflict. After Azerbaijan restored its territorial integrity and sovereign rights, it sent a number of messages to Armenia. However, the other party has constantly prolonged the process of the peace agreement and border determination under various pretexts. He blocked the opening of communication lines with various excuses. There is no doubt that Armenia's patrons and those who oppose the establishment of direct relations between the two countries have a hand in taking practical steps in this direction. Thus, the West, including France, has been trying to use Armenia for a long time to strengthen its influence in the South Caucasus. Western circles are trying to maintain tension in order to protect their "leverage" in the region. Because peace and stability means preventing third powers from interfering in the region. It is no coincidence that the Western countries have been spreading information about Azerbaijan's alleged preparations to attack Armenia for a long time. In this way, they actually laid the groundwork for further provocations.
However, the Armenian side, which hinders the provision of peace and security in the region with its non-constructive position and does not fulfill its obligations, is already making peace announcements. This means that the official Yerevan already accepts the new political and economic realities created by Azerbaijan in the region. It should be emphasized that these political and economic realities make peace and cooperation more urgent, and that such an economic platform is needed by Armenia like air and water. This country, which has become a prisoner of social problems, should make maximum use of the opportunity that Azerbaijan has given it, and should form a new stage of its development.
President of Azerbaijan Ilham Aliyev spoke about the situation in the region after the war in his speech at the opening ceremony of the 6th World Intercultural Dialogue Forum on "Dialogue for Peace and Global Security", which started in Baku on May 1. The head of state emphasized that Azerbaijan is working very actively, has taken the initiative to start negotiations on the peace agreement with Armenia, and has even prepared the basic principles and draft of the peace agreement. The President, who said that Azerbaijan had fully restored its sovereignty in September of last year, said that after that our country was subjected to political attacks, but despite this, he still offered peace. He said that now we are in a positive trend, we are moving towards peace. The head of state also conveyed to the international community that it is Azerbaijan that made peace so close. In other words, the 30-year activity of the mediators served more conflicts, the extension of the occupation period and other similar issues. Therefore, the President of Azerbaijan called on the international community to be active in this direction.
It should be noted that the results of the eighth meeting of the commissions on border security and delimitation of the state border between Azerbaijan and Armenia, which took place on April 19, were of not only regional but also international importance. So, based on the results, the most remarkable point is the agreement reached on the return of four villages of Gazakh occupied by Armenia to Azerbaijan. Based on it, four non-enclave villages - Baganis Ayrim, Ashagi Eskipara, Kheyrimli, Gizilhajili - were returned to Azerbaijan. It was decided that the descriptive coordinates of these parts of the border line should be drawn up taking into account their refinement based on geodetic measurements on the ground, and this should be documented and signed by the Parties by the relevant Protocol-description by May 15, 2024. First of all, let's say that these villages were the first settlements occupied by Armenians in the early 90s. Armenians committed serious vandalism in those areas. In this sense, it is of particular importance to start the process of defining borders from those places. Undoubtedly, this process will continue and four more villages under occupation will be handed over to Azerbaijan through negotiations.
Apparently, with the diplomatic liberation of the villages of Gazakh, the propaganda and sabotage attempts of the Western powers were once again exposed. Azerbaijan did not allow the United States and the European Union to interfere in the issue of Kazakh villages. Baku and Yerevan resolved the issue under mutual understanding. This means that in order to ensure peace and stability in the South Caucasus, it is important for the West to stay away from the region. The more neo-imperialist circles stay away from the processes, the sooner peace and stability will be ensured in the region. President Ilham Aliyev said in his speech at the Forum: "The delimitation of the borders has begun, and even demarcation works are underway. This is going on when I speak here. This was achieved by the two countries without any intermediaries. This shows once again that we do not need intermediaries, especially those people who are pursuing their own goals. They don't want to help, they want to interfere in our region for their political and economic interests. They want to add fuel to this fire." The head of state added that we will not allow this to happen in the South Caucasus: "After thirty years of conflict, Armenia clearly understands that we want peace in the South Caucasus. "Peace in this region can be achieved only through normalization between Azerbaijan and Armenia."
Today, the official positions of Baku and Yerevan are gradually approaching. This raises hopes that other villages will be freed from occupation in the future and that Armenia will sign a peace agreement in accordance with Azerbaijan's conditions.
